Ocean Freight and NVOCC Services
A Non-Vessel Operating Common Carrier (NVOCC) issues its own bills of lading and contracts ocean capacity without owning ships. Forward Systems Group is an FMC-licensed NVOCC (license 024278NF) moving full container load, part container load, breakbulk, and chartered ocean cargo through PortMiami and Port Everglades, including export-controlled defense articles and oversized project freight.
How Forward Systems Group runs ocean freight & nvocc
FSG is a Federal Maritime Commission licensed Ocean Transportation Intermediary and NVOCC (licence 024278NF), which means we issue our own bills of lading and carry the contractual carrier responsibility rather than brokering it onward. For controlled cargo that matters: the consignment stays under one seal, one bill and one set of export documents.
- 1
Check the routing against the licence
Every transshipment and call port is verified against the export authorization before the booking is confirmed. Ocean routings touch more ports than air, and each one is an exposure.
- 2
Engineer the load
Container stuffing, blocking, bracing and export survey, or flat rack, open top and breakbulk where the commodity will not take a standard box.
- 3
Issue and file
Our own FMC-licensed bill of lading, AES/EEI filed for the ocean movement, marine cargo insurance placed where the customer wants it.
- 4
Connect the inland leg
Port drayage, chassis and inland delivery out of PortMiami and Port Everglades, so the move does not stop at the terminal gate.
FSG is fully licensed and registered with the Federal Maritime Commission, authorizing us to provide compliant and reliable ocean freight forwarding and logistics services for international shipments to and from the United States.
Container, breakbulk and specialized equipment
A full container load is the default for defense and project cargo because it keeps the consignment sealed under one bill of lading and one set of export documents, which materially reduces both loss exposure and customs scrutiny at destination.
Where the cargo will not fit a standard box, we move it on flat racks, open tops, or as breakbulk, with lashing and shoring engineered to the commodity rather than improvised at the terminal.
- Full container load export and import, all standard and specialized equipment
- Part container load consolidations into Latin American and Caribbean base ports
- Breakbulk, RoRo, and heavy-lift project cargo
- Live load and spot container services
- Ocean container purchasing for one-way and storage use
- Container stuffing, blocking, bracing, and export survey
Ocean freight under export control
Moving USML or EAR-controlled cargo by sea introduces exposure that air does not: longer transit, more handling points, and transshipment through ports that may not be approved on the license. We route around that deliberately, confirming every transshipment port against the authorization before the booking is confirmed.
Ocean Freight & NVOCC: frequently asked questions
What does NVOCC mean?
NVOCC stands for Non-Vessel Operating Common Carrier. An NVOCC issues its own bills of lading and takes contractual responsibility for the cargo, but buys space from vessel operators rather than owning ships. NVOCCs operating in U.S. trades must be licensed by the Federal Maritime Commission. Forward Systems Group holds FMC license 024278NF.
What is a full container load?
A full container load means the shipment occupies an entire container, sealed at origin and opened at destination. A part container load shares a container with other consignments and is consolidated and deconsolidated at a container freight station. Full loads are generally preferred for controlled, high-value, or sensitive cargo because they limit handling and keep the consignment under a single seal.
Can you ship export-controlled cargo by ocean?
Yes, provided the export authorization permits the routing. We verify every transshipment and call port against the license before booking, and we file the required AES/EEI records for the ocean movement.
