Foreign Military Sales (FMS) Logistics
Forward Systems Group runs Foreign Military Sales movements out of Miami and is registered with the Directorate of Defense Trade Controls specifically as an FMS Freight Forwarder, under code M28606. Partner nations appoint us to receive, consolidate and export on their behalf, and we manage the licensing, the transport and the delivery documentation against the governing Letter of Offer and Acceptance.
How Forward Systems Group runs foreign military sales (fms)
An FMS case passes through a lot of hands. A U.S. supplier builds the equipment, the buying country's embassy signs for it, and someone still has to fly or sail it across the world. Almost every delay happens in the gaps between those three. Partner nations appoint us as their freight forwarder so the gaps close: parts from every supplier land at one warehouse in Miami, and we check the delivery terms against the Letter of Offer and Acceptance that governs the sale before a single booking is made.
- 1
Reconcile the case
We confirm the delivery term against the Letter of Offer and Acceptance, and the consignee against the approved end user, before a booking exists.
- 2
Hold the authorization
DSP-5 for permanent export, DSP-61 where foreign-origin articles transit U.S. territory. We have run both, including Kfir J79 engines moving Bogotá to Tel Aviv through the United States.
- 3
Consolidate in Miami
Parts arrive from suppliers across the U.S. on different schedules. One facility, one export filing and one lift replaces a dozen separate international movements.
- 4
Deliver and report
In-country delivery coordination with the partner-nation attaché, customs cleared both ends, proof of delivery documented.
Our registration with the State Department's Directorate of Defense Trade Controls names Foreign Military Sales freight forwarding explicitly, under code M28606. Every step above is run in-house by the same team that holds that registration, so nothing is handed to a broker and hoped for.

How FMS movements differ from commercial freight
An FMS shipment answers to two authorities at once. The commercial transport contract governs how the cargo moves. The Letter of Offer and Acceptance governs what may move, to whom, and under what delivery term. When those two documents disagree, the cargo stops. That happens most often when a partner nation appoints its freight forwarder separately from its case manager, so nobody is reading both documents side by side.
We reconcile the two before anything is booked. That means confirming the delivery term against the LOA, confirming the consignee against the approved end user, and confirming that the license on file actually covers the commodity as classified.
- Letter of Offer and Acceptance (LOA) delivery-term reconciliation
- Freight forwarder appointment on behalf of partner nations
- DSP-61 temporary import and transshipment through U.S. territory
- Consolidation at Miami for multi-supplier partner-nation cases
- Notice of Availability and delivery reporting
Miami as the FMS gateway to Latin America
Miami is the natural consolidation point for FMS traffic moving to Central America, South America, and the Caribbean: direct freighter service to most capitals, deep customs brokerage capacity, and warehouse space within minutes of Miami International Airport and PortMiami.
Our Doral facility sits inside that gateway. Partner-nation cases that would otherwise route through three separate handlers consolidate under one roof, with one set of export documentation.
Foreign Military Sales (FMS): frequently asked questions
What is FMS logistics?
FMS logistics is the transportation, licensing, and documentation of defense articles purchased by allied governments through the U.S. Foreign Military Sales program. It differs from commercial freight forwarding because every movement must align with the governing Letter of Offer and Acceptance and the applicable ITAR authorization.
Can a partner nation appoint Forward Systems Group as its freight forwarder?
Yes. Partner nations and their embassies routinely appoint Forward Systems Group as the designated freight forwarder for FMS and direct commercial sale cases, with authority to receive, consolidate, and export cargo on the purchaser's behalf.
Do you handle transshipment of foreign defense articles through the United States?
Yes. We obtain DSP-61 temporary import authorizations to move foreign-origin defense articles through U.S. territory in full ITAR compliance. We did exactly that when we moved KFIR J79 engines from Colombia to Israel by way of the United States.
